With reference to my despatch No.63 of the

4th of February, I have the honour to state that in the absence of Mr. A. E. Wright, Mr. J. W. White, 2nd Grade Executive Engineer who has hitherto acted as his assistent, has been in charge of the Building Ordinance Office.

Owing to the continual increase of the work of that office the necessity of relieving it of matters connected with valuations, building covenants, etc., has for some time been apparent and the intention has been to create a new sub-department under Mr. White to deal with these matters; but owing to shortage of staff and leave arrangemente it has not yet been possible to put these proposals into effect. In consequence Mr. White has in reality had the responsibility and duties of two men since Mr. Wright's departure, and hes without doubt been seriously overworked. 3. When Mr. Wright returns it will be necessary

to allow Mr. White, whose leave is overdue, to proceed on leave, so that the division of the office will probably be further delayed; but with the appointment of Hessrs. Wattie and Kirk referred to in my despatches Nos. 243 and 244 of the 22nd of June it is hoped that a beginning may be mede.
